Summary of Accountabilities
Oversee proposal development process and design professional quality and compliant federal proposals that ensure consistent and efficient implementation of processes.
Primary Duties and Responsibilities
- Possess recent working knowledge of US Government DoD contracting required
- Expertise level use of Salesforce, to include designing, developing, and deploying reports and proposals on weekly, monthly and quarterly sales reports
- Proposal preparation and execution activities to include, but is not limited to proposal artifacts development, kick-off and proposal presentations, portal creation, data call management, schedule development and management, content creation and artifact/file management, color team (Blue, Pink, Red, Green, etc.) review facilitation and management
- Working with the Sales Team, analyze customer’s requirements and prepare responses to formal solicitations and requests for information/market research, sources sought and draft RFP’s. Must ensure 100% compliance oversight with RFI, RFP, FARS, page allocations, evaluation factors, and include contract sections L & M.
- Compose written and graphical content for each individual proposal. Each proposal created should be different and unique with the purpose of differentiating Yingling from our competition.
- Coordinate across internal MRO business units, to include vendor and partner management with a goal of 100% on-time deliveries. Work closely with the CFO when finalizing ROM and contract pricing
- Provide daily progress updates to internal leadership and external customers as required
- Work with Director of Government Programs to keep informed on all progress and challenges.

Education and Experience
- A bachelor’s degree in Marketing, Communications, English Journalism, Graphic Design, or Business
- 3+ years’ experience successfully preparing and implementing grant and/or contract proposals to the U.S. Government at City, State and/or Federal levels and managing active contracts in the aviation sectors
- Written communication skills: ability to write clear, structured, articulate, and persuasive proposals and reports
- Highly organized, self-starter with acute attention to detail
- Excellent project management and problem-solving skills
- Demonstrated capacity to think strategically and to lead and work within diverse teams, with a high degree of independence
- Experience using Microsoft Office Suite (Word, Excel, PowerPoint) and Adobe Acrobat to fulfill technical and formatting proposal requirements
- Ability to maintain a flexible schedule during peak proposal activity
- Knowledge of proposal-related jargon and terminology and how to navigate government RFP/RFI/Defense Acquisition (FAR, DFARS, ITAR, FMS) requirements to ensure compliance
- Comprehend Yingling Aviation’s capabilities and understand customer requirements at a high-level, with technical accuracies
- Ability to obtain and maintain a US Secret clearance
- Must possess and maintain a current and valid driver’s license
- Meet the requirements of Airport Authority to be receive a badge and have no ramp restrictions
- Some domestic and international travel – approx. 15%
Communication Skills
Ability to read and comprehend detailed instructions, correspondence, and memos. Ability to write clear, concise correspondence. Ability to effectively present information, presentations during one-on-one to customers, meeting group sizes, clients, and other employees of the organization. Good grammar and spelling skills.
Physical Requirements
Occasional periods of walking, standing, stooping. Frequent periods of sitting.
Frequent use of hands and fingers. Frequent periods of talking and listening. Occasionally lifting up to 10 lbs.
Work Environment
Normal office environment, however, occasionally exposed to engine noise and general shop conditions.

Reasoning Ability
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
Budget Responsibility
Ability to maintain a specified budget for assigned department.
Mathematical Skills:
Ability to add, subtract, multiply, divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent for calculations of profit/loss. Ability to understand departmental financial statements.
